gee, how the "mail problem" affected immigration control in Japan...
The formidable failure of Democratic Party, the "mail problem", had a big influence on immigration control system. While Democratic Party severely condemned LDP for whether there were the bribings during 2005 election, LDP submitted a set of new immigration law to the diet. After a while Democratic Party appeared that they got wrong information about the bribing and admitted the former truth that LDP took secret money did not exist. Suddently Democratic Party turned to be the butt of criticises. They were seriously slow for responding things as why they received wrong info or who would take the responsibility for the failure. Those political scandals often attract the people’s attention, probably because people preffer things such as secret deal and money movement during election. However, dring that time, the set of new immigration act passed the lower house. It was not one of ordinary laws, which nobody cares and even knows what the law will affect their civil society. But it was crutial for foreigners going to Japan.
The new immigration law is accordingly anti-terrorism act. Since the terrorist attack on America in September 2001, the world starts to have a new turmoil. Formerly it was between West and East as cold war. Nowadays it is between Europe, the USA and Islamic world. The situation is always simple; at best the turmoil consists of two or three powers based on principle, ideology, or religion. What Japan can do to the situation is firstly to strengthen the domestic liberty keeping terrorists away from Japan. The direct reason that the government drafted the new immigration act was to save its society. However there were lots of arguments about the ways of immigration control. All foreigners, except aged less than 15 and a part of residents in Japan like Taiwanese and Korean, have to submit their biological information as finger prints and facial photography. It is obligatory to submit otherwise foreigners including tourists are not allowed to enter Japan. The bilogical date is immediately sent to the datebase of criminal information and going to be checked if the person entering has a criminal record or joins in terrorist organizations.
